Woman who allegedly bit child will be made to undergo psych evaluation

A woman who was arrested back in 2018 for allegedly biting and beating a child is set to undergo a psychiatric evaluation.

During a status conference Wednesday, Heather Barcinas, who represented the government, told Superior Court Associate Judge Joseph Camacho that the prosecution will push forward with psychiatric evaluation for Vicenta Veronica Igisomar, the guardian of a then-3-year-old whom she allegedly bit and beat with a wooden stick.

According to Barcinas, a psychiatric expert is scheduled to fly in on either the first or second week of May to do the evaluation.

Camacho set a status conference for July 17, 2019, at 9am in order to discuss the results of the evaluation.

According to Saipan Tribune archives, the 3-year-old girl reportedly suffered multiple injuries after Igisomar, allegedly bit her and hit her with a wooden backscratcher and large glass cup at their home in Chalan Kanoa in July 2018.

According to a physician at the Commonwealth Health Center, the right side of the girl’s head had a puncture wound, and that she had red and bruising underneath all fingernails, and redness and bruising on both large toes.

Police detective Flora Danica B. Aguon stated in a report that she was called on the night of July 12, 2018, about a child abuse incident and she proceeded to CHC emergency room where she met with a police officer.

Aguon said the officer informed her that she had a reason to believe that the 3-year-old girl had been physically abused by her guardian, Igisomar, and that it was the biological parents who discovered the abuse.

The officer stated that Igisomar fled the scene before his arrival and that the girl was transported to CHC for further treatment.

Aguon said the girl’s mother stated that she and her husband were walking by Igisomar’s residence when they heard a little girl’s scream and cry.

The parents went to the house and the mother asked Igisomar, who has been the guardian for the child for over a year, if her daughter is fine.

Igisomar stated that she spanked the girl with a backscratcher and that the mother can take her back if she wants.

The mother observed that her daughter was crying and bleeding on both her toes and that she had a cut on her head.

The mother then called 911.

Aguon said the child stated that Igisomar bit all of her fingers and big toes.

The child said Igisomar also hit her back with a wooden scratcher and hit her head with a large glass cup.

Igisomar also allegedly spread the girl’s legs hard while the child was lying down on the bed. (Kimberly A. Bautista)
