Where’s the beef?

Searching for solutions to all the woes of the CNMI government could never be settled by contemplation alone. The Retirement Fund’s wisdom to hire a special consultant even without knowing beforehand the deliverables involved is not smart and logical, to say the least. I am not sure whether the principal involved with this sole-source procurement knows the difference between “cure by abreaction” and “cure by synthesis.” Time will tell whether this whole situation is in the best interest of the members of the Retirement Fund, and whether we would isolate where the real blame is when things do not pan out well with the economics and bang for the dollar.

In retrospect, the Retirement Fund is lacking actuarial and investment expertise. Is the contractor of this sole-source contract capable of either of these specialized pension works? If not, what in heaven’s name is the Retirement Fund’s ethical response to this seemingly poor procurement undertaking? Let the contractor produce his credentials and work experiences that would satisfy a just and valuable service to the members of the Retirement Fund. Frankly, where is the beef in this?
