Tinian casino panel cancels 2 licenses, 1 plenary license

The Tinian Casino Gaming Control Commission revoked and canceled last week two conditional casino licenses and one plenary license for failure to meet the imposed conditions, breach of the Section 16 Agreement, and failure to comply with the Tinian Gaming Act and regulations. The revocation and termination was effective on Oct. 9, 2014, at 11am.

The conditional licenses revoked and terminated are:

-Conditional Licenses 06-02 issued on Sept. 27, 2006, to Marianas Resort Development Company, Inc. and Kang Yun Lee;

-Conditional License 08-01 issued on Sept. 20, 2008, to Neo Gold Wings Paradise Saipan Corp.

The plenary license revoked and terminated is Plenary License 12-01 issued on Oct. 22, 2012, to HW Gold Island Holding, Ltd., Yung-Hsiang Liu, and Ken Tzu-Sen Lin.

The Tinian Casino Gaming Control Commission opined that such failure in performance over the past years and violation of the Gaming Act are of such a serious and fundamental nature that the interest of the public has been adversely affected. The Tinian people overwhelming approved the establishment of the gaming industry on Tinian. The lack of progress in these conditional and plenary licenses has failed to bring about the economic development that has been much needed on the island.

The commission is now looking toward a more formal and competitive bidding process that will include critical criteria that will ensure a sustainable level of investment in order to ensure a successful industry. The commission will be preparing a Request for Proposal for a share in the three remaining casino licenses available on Tinian. It is not known at this time whether the commission will issue an RFP for one license for all three but anticipates that the RFP will be ready for publication within six months, if not sooner.
