Tebuteb bill seeks color-coding scheme for govt vehicles

Minority leader Rep. Ramon A. Tebuteb (Ind-Saipan) has pre-filed House Bill 19-77 to establish a regulation for a more recognizable license plate for government vehicles.

There is an existing CNMI government vehicle registration system, but license plates are still color-coded the same way as non-government owned vehicles.

H.B. 19-77 seeks to make government vehicles a little more distinguishable “especially at night,” Tebuteb said.

The bill proposes that government vehicles should have red license plates so that citizens “will be able to report if such a government privilege were to be abused by government employees.

“The integrity of our government must be properly maintained, and to condone such actions is illegal,” the bill said.

H.B. 19-77 also seeks to add a subsection to the existing government vehicle registration law.

The bill said, “All Executive, Legislative, Judicial, autonomous agencies, boards, and commissions vehicles shall be issued a red colored license plate.”

There are exemptions however, which includes vehicles that are conducting “undercover operations,” and vehicles of “Judges, and Justices.”

One of the provisions of the CNMI’s Government Vehicle Act is that tinted windows are not allowed for lawmakers and elected officials.

Lawmakers are allowed to use private license plates but the tinting has to be removed, with the exemption on tinting for law enforcement vehicles, such as the ones used by the Department of Public Safety and Division of Customs.
