‘Suspects in CW-1 scam case terrorized families of victims’

Two of the four suspects who were arrested last week for allegedly recruiting alien workers from Bangladesh for a fee with promises of work and green cards reportedly terrorized the families of their victims in their country.

Assistant U.S. attorney James J. Benedetto said there is clear evidence that Muksedur Rahman and Zeaur Rahman Dalu tried to silence their victims by harassing the victims’ families in Bangladesh.

He said the defendants have engaged in a pattern of intimidation and attempted assault.

Benedetto sought Monday to continue the detention of Rahman, Dalu, and co-defendant MD. Rafiqul Islam until the case goes to trial.

Another defendant, David Trung Quoc Phan, president of United Brothers Inc., which operates TBK Auto Cares, was released last week on an unsecured bond and certain conditions.

The indictment charged the four with mail fraud and five counts of fraud in foreign labor contracting.

In his motion for detention, which he submitted before the U.S. District Court for the NMI, Benedetto noted that Rahman asserted that because he knows the CNMI governor, he can do anything he wants on Saipan without consequence, including “killing” on the island.

Benedetto also cited the conduct of Rahman’s wife, who according to numerous statements, has repeatedly offered to falsely accuse the victims of sexually assaulting her.

The wife also allegedly stated that Dalu’s police officer brother has threatened to “destroy” the families of the defendants’ victims.

Benedetto said the court should find, by clear and convincing evidence, that Rahman and Dalu pose a risk to other persons and the community.

The hearing on the motion for detention will be on Thursday at 2:30pm.

Rahman, Dalu, and Islam pleaded not guilty on Monday.
