Suspected ‘ice’ distributor ordered detained pending trial

U.S. District Court for the NMI Magistrate Judge Heather L. Kennedy has ordered the detention pending trial against a suspected distributor of methamphetamine or “ice.”

Kennedy said after reviewing the pretrial services report and affording defendant Yang Zou an opportunity for a detention hearing, she concludes that he must be detained pending trial.

Kennedy noted that there is a rebuttable presumption that no condition or combination of conditions of release will assure Zou’s appearance at court proceedings and the safety of the community because there is probable cause to believe that Zou committed a drug crime, for which he could be required to serve 10 or more years in prison.

During the hearing, Kennedy said, Zou offered no evidence to rebut the presumption and requested the court at a later time to reopen the detention hearing should such evidence become available.

Zou was charged with one count of possession with intent to distribute methamphetamine.

According to the indictment, the defendant allegedly intentionally possessed with intent to distribute “ice” last April 15. The amount of “ice” involved was not indicated in the charging document.
