The Citizens for Change of Article XII is leading a popular initiative that proposes a constitutional amendment for the people of the CNMI to vote to amend Article 12 of the CNMI Constitution to remove the mandatory restriction on the alienation of land and allow land owners to elect to restrict the alienation of their own land.
The initiative gives each landowner the option of either accepting or rejecting the restrictions of Article 12 in respect to their land. “It is in the best interest of the Commonwealth and its citizens that the question of whether to retain the protections of Article 12 be resolved by direct action of the people by placing this issue on the ballot at the next election,” the group said.

To sign the petition, contact Cathy Cepeda at csablancepeda@gmail.com, any of CCART12 members or visit them on the following dates/time and venue:

* Thursday, May 1, 4pm-6pm, Garapan Pavilion (across JP Center)
* Friday, May 2, 4pm-6pm, Kilili Park
* Saturday, May 3, 7am-9am, Sabalu Market
* Saturday, May 3, Tinian Fiesta
* All Saturdays in May, 11am-1pm, Triple J TruckLoad Sale
* Shack Restaurant: During restaurant hours
* Saipan Chamber of Commerce: Monday-Friday, 8am-5pm
* Century Insurance lobby: Monday-Friday, 8am-5pm
* Tinian: See Don Farrell

By signing the petition, you are not voting yes or no on Article 12. You are, however, asking that Article 12 be put on the ballot for all voters to vote on. (PR)
