Rumors ahead of 2018
At the end of the year writers run into their famine season trying to figure out what to write. You struggle to pull one out of the hat, unsuccessfully. So you’re tempted to do end-year review, a lazy piece. I think I’ve skipped it!
With the ring of Christmas bells fading, we begin setting up for New Year’s, guardedly hopeful for better days. Some dreadful unfinished business remains on my list.
The Year 2018 is a good time to begin anew, e.g., resetting buttons so we could discuss and define substantive issues on a collective basis. Sounds great but would it happen or ignored altogether?

Heard Raffy and Arnie are running for office. Asked Magoo, “Running from what or to where…Capital Hill, Navy Hill or As Litu?”

Incumbent legislators are also eyeing re-election, paralyzed by their “do-nothing” trophy. “Yep! Dey want their cake (80 percent salary hike) and eat it too!” noted Magoo, adding, “What a way to chase the honey wagon.”

The OPA is rumored to be drafting a certain standard for those who plan to seek public office. Candidates must have some pertinent credentials. Said Magoo, “Credentials need full explanation so Da Boysis don’t take it to mean kitchen utensils used to stir bone soup.”

The call for change is rumor in itself. In other words, sentiment for change is expressed then shifts to complacency heading into the polls. In brief, we say one thing and do the exact opposite or plunge right into the very bad habit that has gotten us into the deepening mess—ignoring citizen’s duty.

NMC would also be teaching a course on leadership. Said Magoo, “Leadership is an inherent quality.” In short, one is born with it. So it’s useless teaching it. Ooops!

It is also rumored that former representative Manny Borja would seek patent for his kite for investment purposes. When that is done he’d offer Raffy and Biktot a huge discount so they could save taxpayers’ money from all future junkets.

Biktot Hokog and Gary Sword are rumored to have resolved to return the $400,000 they each took from taxpayers and retirees. It’s a matter of conscience, isn’t it?

A unicameral legislature with a membership of 10 has been broached every other full moon. We never had the resolve to acknowledge that it is a financial waste, what with a population of less than 56,000. We have 29 members while Guam has 15 with a population twice as large. Must turn “unicameral” into a daily vocabulary! “Oddawise, dey keep pronouncing it ‘camera’,” Magoo noted, embarrassed.

The NMI is designing robotic outhouses for placement along the beach and out of the way public places. It should quell the spread of dung by visitors who had to go but can’t find restrooms nearby. Useless if there’s no running water!

Rep. Janet Maratita is threatening OPM with an actual appropriation to pay for the estimated $15 million to $22 million cost of within-grade increases. Money would resolve this issue, not half-cocked spouts!

In economies of scale, private industry pays higher to keep operations run by real professional and technical experts. Here, it’s the complete opposite. The public sector pays more with over 3,000 employees building upon piles of incompetency. And this is the net result of the failed view that we know government, not! It’s time to change this humiliating mindset!
