The Rota Legislative Delegation passed Friday a bill that would appropriate $100,000 from the poker licensing account for two months’ worth of subsistence allowance for the island’s hemodialysis and terminally-ill patients, and for the operations of the Luta Soil and Water Conservation District.

At a session in the Senate chamber, RLD members passed House Local Bill 22-33, which was authored by Rep. Donald M. Manglona (Ind.-Rota).

Present at the session were RLD co-chairs Manglona and Sen. Teresita A. Santos (Ind.-Rota), and Sen. Paul A. Manglona (Ind.-Rota). Sen. Victor B. Hocog (R-Rota) was excused from the session.

Under HLB 22-33, $95,000 would be appropriated for two months’ worth of Medical Subsistence Allowance for Rota hemodialysis and terminally-ill patients, and $5,000 for the operations of the Luta Soil and Water Conservation District.
The Finance secretary shall be the expenditure authority for the $95,000 for the Medical Subsistence Allowance, while the chairperson of the Luta Soil and Water Conservation District shall be the expenditure authority for the $5,000.
In response to Saipan Tribune’s question, Santos said the delegation decided to remove the proposed appropriation of $35,000 for construction of basketball and volleyball courts, and the $10,000 for fencing of these courts.
“The delegation decided to fund those projects from bond interest,” Santos said.
The RLD also passed Friday House Local Bill 22-34 that would appropriate $150,000 from the Rota Municipal Scholarship Foundation Reserve Account Program for scholarships and housing assistance.

The chairman of the Rota Municipal Scholarship Foundation Board shall be the expenditure authority of this funding. Manglona is the author of the bill.
