Two members of the Commonwealth Healthcare Corp. board of directors will serve a full four-year term while two others were given two years during a lottery conducted Saturday by board chair Joaquin Torres.

Board members Roy Rios and Pedro Dela Cruz got the full term of service. while Torres and Anthony Aguon received two-year terms.

Public Law 16-51 established the healthcare corporation which requires seven members on its board, of which four have voting powers. The organization took over almost all the functions and responsibilities of the former Department of Public Health in October last year. It was last weekend when terms of members were finalized.

Other honorary members of the board include Anthony Raho, Dr. Jeremy Richards, and corporation chief executive officer Juan N. Babauta.

Compared to other autonomous agencies and departments, the corporation’s board only serve as an “advisory council” which actions are recommended to the CEO for implementation.

During Saturday’s board meeting, members agreed to undergo training that will aid them to better understand the role of an advisory board vs. governing board of directors.

Torres told Saipan Tribune yesterday that all members are committed in fulfilling their mission and goals for the new corporation. Despite the ongoing crises-as a result of not having enough budget-Torres is optimistic that with the clear vision and direction of the board, desired progress and improvements at the public hospital will be achieved.
