Reshuffle at HSEM, DPS, DOC
Acting governor Ralph DLG Torres shook up the top posts of the Office of Homeland Security and Emergency Management, Department of Public Safety, and Department of Corrections yesterday in the wake of the resignation of former special assistant for Homeland Security Marvin Seman.
Effective, Dec. 17, 2015, DPS Commissioner James Deleon Guerrero will move to HSEM and serve as its acting special assistant for Homeland Security in lieu of Seman.
Taking over Deleon Guerrero’s post in an acting capacity at DPS will be former Commonwealth Election Commission executive director and current Corrections Commissioner Robert Guerrero.
In turn, Corrections Capt. Jose Pangelinan will now serve as acting commissioner of Corrections.
In a short delegation of authority memo to the three agencies, Torres urged department employees “please accord your usual cooperation to [Deleon Guerrero, Guerrero, and Pangelinan] as [they] assume the duties of [their respective office and departments].”
Seman stepped down as HSEM chief last Dec. 7 for personal reasons after being instrumental in Typhoon Soudelor recovery efforts. He served as head of the agency ever since the merger of the Emergency Management Office and Department of Homeland Security.
Deleon Guerrero, meanwhile, succeeded former police chief Ramon Mafnas at DPS. Brothers Aniceto and Ambrose Ogumoro actually alternated as police chiefs in acting capacities before Deleon Guerrero’s appointment.
Deleon Guerrero is known for spearheading the campaign against illegal drugs, vowing to rid the islands of the menace of methamphetamine or “ice,” resulting in several high-profile arrests of suspected “drug lords.”
Guerrero, for his part, succeeded Mafnas, who for a time wore both commissioner hats of DOC and DPS. As stated, Guerrero is a former executive director of the election commission.
