Probation is revoked for man in license fraud case

The U.S. District Court for the NMI has revoked the probation of a man involved in license fraud because he violated the terms of his release, which includes not driving a vehicle.

Mingjin Jin self-surrendered to Department of Corrections last Monday following an order from District Court for the NMI Chief Judge Ramona V. Manglona last week.

In revoking Jin’s probation, he is to serve a three-month sentence after he was seen by a probation officer driving a car without a driver’s license last February, which violates his release conditions.

In addition, Jin was ordered to serve two years of supervised release after he completes his sentence.

Jin, whose term of probation was supposed to expire on May 27, 2022, was told not to operate a vehicle as part of the terms of his release.

Jin, represented by court-appointed attorney Steven Pixley, admitted that he violated these probation conditions.

Back in 2021, the district court sentenced Jin to one-year probation for presenting a fake driver’s license and fake vehicle registration during a traffic stop in 2019. He was convicted of conspiracy to unlawfully produce an identification document.

On Feb. 2, 2022, however, a probation officer saw Jin operating a vehicle without a driver’s license.

Jin also admitted that he had purchased the vehicle.

Jin, who was indicted on Nov. 24 2020, entered the CNMI back in 1991 as a garment worker, but lost his immigration status sometime before the Aug. 22, 2019, traffic stop that revealed he was using a fake driver’s license and vehicle registration.

Currently, Jin has two minor sons who were both born on Saipan.
