Probable cause found vs 1 of 2 in alleged robbery

The Superior Court found probable cause yesterday to warrant the filing of charges against one of two ex-convicts accused of robbing a female tourist in western Garapan.

At a preliminary hearing, Associate Judge Joseph N. Camacho found probable cause to believe that Lucky M. Chipuelong, 30, may have committed robbery, conspiracy to commit theft, and assault and battery. His lawyer is Samuel Mok.

Arraignment will be on Sept. 18 at 9am.

Assistant attorney general Jonathan Wilberscheid called to the witness stand police detective Roque Camacho, who is in charge of the case.

Chipuelong’s co-defendant cousin, Angel Chipuelong Ruben, 32, waived his right to a preliminary hearing. Assistant public defender Shoshanah Epstein is his counsel.

Chipuelong allegedly told police that they conspired to rob the tourist and that it was Ruben who grabbed her purse last Thursday midnight.

A concerned citizen who witnessed the robbery followed the suspects’ car, resulting in the arrest of the two.

The tourist sustained scratches and bruises on the right wrist, left thumb, and left leg when one suspect allegedly grabbed her purse while she and a female friend were walking on Palm Street near Noodle House.
