‘Police officer Dixon Kwon back on regular duty’

A police officer who crashed his car while allegedly intoxicated, resulting in serious injuries sustained by his girlfriend, is no longer on restricted duty.

According to Department of Public Safety Commissioner Robert Guerrero yesterday, Dixon Kwon is back on regular duty.

“He’s already gone through the administrative process,” he said. Guerrero did not elaborate.

Saipan Tribune inquired about Kwon’s status with DPS after some residents saw Kwon driving a marked police car and questioned that.

Superior Court records obtained by Saipan Tribune yesterday showed that a police officer cited the 22-year-old Kwon with reckless driving, driving while under the influence of alcohol, driving on the opposite highway lane, and causing an accident.

At his arraignment last Sept. 17, Kwon appeared in court without a counsel. Assistant attorney general Jonathan Wilberscheid appeared for the government.

Associate Judge Wesley Bogdan, however, dismissed the case without prejudice as no original traffic citation was filed with the court.

Dismissed without prejudice means the government may re-file the case in the future.

The traffic citation was issued against Kwon last July 23 at 1:01am.

Acting police spokesman Lt. Jason Tarkong told the media in July that police received a call last July 22 at 10:45pm a car crash in Koblerville.

Tarkong said that Kwon was driving his Nissan car when the vehicle ran off the road on As Gonno Highway and hit a tree near the Coral Ocean Point Golf Resort. When officers arrived, Tarkong said, Kwon was not at the scene but the injured female passenger was there. Kwon was later found walking near the area, apparently to get help.
