Paving of Kagman roads to start soon
After nearly decades of problems with potholes, dust, and damage to cars, several roads in Kagman III and some in San Vicente are now in the process of being paved by Hawaiian Rock Products.
Hawaiian Rock received its permit yesterday afternoon from the Bureau of Environmental and Coastal Quality, giving the go-signal for the company to proceed with the project.
Rep. Lorenzo Deleon Guerrero (Ind-Saipan) said the permit has been approved and that he had called Hawaiian Rock himself to notify them of it.
BECQ administrator Frank M. Rabauliman signed the permit on Monday.
The paving project includes three areas in Kagman III—Chopak Drive, Pine Drive, and Mangga Street—and Katbon Road in San Vicente.
“I want to thank Gov. Inos for identifying the funds for the projects and also to my colleagues from the 18th Legislature for supporting the appropriation legislation, which became public law, said Deleon Guerrero.
He hopes his colleagues in the 19th Saipan and Northern Islands Legislative Delegation will support additional funding to pave other roads in parts of San Vicente, Kannat Tabla, As Terlaje, Papago, As Teo, and Kagman.
“Now that DPW and the contractor, Hawaiian Rock, have secured the necessary permits, we hope project mobilization will commence in a few days, if not sooner. I will make myself available to be a part of the project team to ensure construction efficiency pursuant to U.S. construction standards. I urge residents in these areas to be patient during the construction. I am confident that the contractor will place all necessary measures for safety purposes, during and after each working day,” Deleon Guerrero added.
In a separate interview, Hawaiian Rock CNMI manager Ponce Eorotan said yesterday that since they received the notice to proceed in January, they only have seven months to complete the project.
Eorotan noted that their company will start first an erosion control installation for stormwater runoff this month.
“We will do some clearing after the erosion control and by March we will start integrating and backfilling the base course and start compacting it,” Eorotan said.
