Parongan asserts plea of not guilty for reason of insanity

Alfonso Sebastian Parongan, a 56-year-old man accused of killing a woman and injuring her husband outside his home in Chalan Kanoa last October, has asserted, through his counsel, a plea of not guilty for reason of insanity.

Saipan Tribune learned that the mental evaluation report for Parongan was filed in court under seal. The Office of the Public Defender is counsel for the defendant.

The Office of the Attorney General wants to have Parongan evaluated by OAG mental expert.

Superior Court Associate Judge Joseph N. Camacho ruled that pending OAG expert examination the matter is set for status conference on Sept. 5.

OAG charged Parongan with first-degree murder, attempted second-degree murder, and assault with a dangerous weapon.
