OIA OKs $204K for managing 2 CUC projects

The Office of Insular Affairs has authorized the release of $204,000 for the management and administration of two Commonwealth Utilities Corp. projects.

Special assistant attorney general Teresita J. Sablan, counsel for the CNMI government, informed the U.S. District Court for the NMI yesterday about OIA’s authorization on Wednesday.

With OIA’s approval, along with its two preceding authorizations for CUC Tank 103 repairs in the amount of $4,019,000 and the development of a facility waste management plan for CUC’s power plants 1 and 2 in Lower Base in the amount of $777,000, the CNMI has met its CUC projects’ funding obligation for 2017.

As with previous years, Sablan said, the efforts of the Department of the Interior, the U.S. Army Corps of Engineers, the parties, and the Engineering and Environmental Management were instrumental in meeting this year’s funding requirement.

OIA grants management specialist Keith W. Aughenbaugh notified CUC acting executive director Gary Camacho that OIA has reviewed memorandum dated March 17, 2017, requesting the use of fiscal year 2017 funding for construction management and administration of the repair of Tank 103 and secondary management area and power plants 1 and 2 waste management.

Aughenbaugh said OIA finds the project to be in compliance with the National Environmental Policy Act, Council on Environmental Quality Regulations, and DOI NEPA Regulations, and Draft Departmental Manual.
