No receipts

I was on Saipan this past weekend to visit with families. I know and understand what Saipan is going through economically. While there I shopped at several mom and pop stores. Some stores didn’t provide any receipts and those that did gave me an unreadable receipt. The cashier (a Chinese woman at a Kagman store near Kagman High School) said, “Oh, it just broke.” How are these stores being regulated taxwise? I think the CNMI is losing thousands if not millions of dollars due to this type of activities from these mom and pop stores. Does the CNMI have personnel to monitor and do the check and balances on this? I think every little bit will help out the CNMI.
