Mystery hydrant

Take a look at the first photograph. What’s in the shrubbery?  Doesn’t appear that there’s anything in there but bushes. Now take a look at the second photo.  See the orange thing just above center? Yep, it’s a fire hydrant. How would you like to own or work in or be a customer in NAPA or the Marianas Insurance building on Chalan Monsignor Guerrero Road in San Jose? “Now, where did we put that fire hydrant?” asks the fireman holding the hose. Maybe the relevant government agency can remedy the situation.  Because it’s too late when a car crashes into another, killing people or a fire starts and lives and property are lost because the fire hydrant walked away.
