Gov. Ralph DLG Torres this week appointed Manuel Mangarero to the Department of Public Lands’ advisory board, filling the final seat in the five-member board needed to establish quorum.

The advice and the consent of the Senate is not required and Mangarero will serve a two-year term.

With quorum, this will allow the advisory board to meet for the first time since DPL was established through Public Law 15-02.

“The lieutenant governor and I are confident that with your experience, you will perform admirably in assisting the Department of Public Lands carry out the mandates of the Council.”

Per its establishing statute, the advisory body is limited offering guidance to the DPL secretary on its comprehensive land use plan and homestead programs.

The other board members are David Evangelista Jr. from Tinian, Henry Hofschneider from Saipan, and Antonio Quitugua from Rota, and William Torres for the Northern Islands. They are appointed by municipal mayors.
