Man in meth lab case found positive for ‘ice’ use
A man who is out of prison while awaiting his sentencing in connection with his role in a clandestine laboratory that made crystal methamphetamine or “ice” on Saipan, was summoned yesterday to the federal court after he allegedly tested positive for “ice” twice.
U.S. District Court for the NMI Magistrate Judge Heather L. Kennedy issued the summons after the U.S. Probation office reported that Rick Urumelog Omar Jr. tested positive last Nov. 29 and Dec. 11 for using “ice.”
Omar was summoned to appear in court last Tuesday, to explain why his release should not be revoked.
Omar, also known as Boboy, was released last April 2 pending trial on some conditions. Last May, he pleaded guilty to conspiracy to manufacture and distribute methamphetamine, and manufacture and distribution of methamphetamine on premises where a child is present and resides.
The offenses carry a total maximum penalty of not more than 40 years imprisonment.
Omar’s sentencing is currently set for Feb. 27, 2019.
U.S. probation officer Gregory F. Arriola said that Omar tested positive for “ice” use last Nov. 29. When confronted with the results, Omar denied using any illicit substances, Arriola said. Omar eventually admitted finding a small bag that contained the drugs that he previously left behind in his room.
Arriola said that during a random drug test last Dec. 11, Omar was again positive for “ice” use Omar first denied using “ice” but later admitted smoking it last Dec. 9.
Omar’s co-defendants are Vincent David Cabrera Jr., Eugene Blas Repeki Jr., and Sidney Capelle Kani.
According to the indictment, Omar, Cabrera, Repeki, and Kani conspired to manufacture and distribute methamphetamine from July 1, 2017, to Feb. 25, 2018.
The four allegedly conspired to possess equipment, chemicals, and materials, which may be used to manufacture methamphetamine such as pseudoephedrine, lithium batteries, cold packs, iodized salt, Iye, lighter fluid, water bottles, and coffee filters.
Last Feb. 1, Repeki and Kani allegedly manufactured and distributed “ice” on premises in which a child is present and resides.
Last Feb. 8, Repeki and Omar allegedly manufactured and distributed “ice” on premises in which a child is present and resides.
Last Feb. 24 through Feb. 25, Cabrera allegedly rented and maintained a room at the Saipan Vegas Resort for the purpose of manufacturing, distributing, or using “ice.”
