Man gets 30 months in prison for selling ‘ice’

U.S. District Court for the NMI Chief Judge Ramona V. Manglona handed down on Tuesday a 30-month prison term against a man for selling methamphetamine or “ice” in Garapan in 2014.

After completing his prison term, Xi Rong Chen, also known as Loa Biao, will be placed on supervised release for three years.

Among the conditions of his supervised release is that Chen must report to an immigration official for deportation proceedings, perform 100 hours of community work service, and pay a $100 special assessment fee immediately after his sentencing.

Chen pleaded guilty last January to an indictment charging him with distribution of a controlled substance as part of a plea deal.

Chen sold 4.8 grams of 98.8 percent of d-methamphetamine hydrochloride to an individual working as a confidential source for the Drug Enforcement Administration in the area of the old Winchell’s Donut House on Beach Road on Aug. 19, 2014.

Chen later said he knew that the substance he sold to the confidential source was methamphetamine.

Defense counsel George Hasselback is the private counsel for Chen. Assistant U.S. attorney Garth Backe is counsel for the U.S. government.
