Man allegedly kissed minor

A 47-year-old man was arrested last week for allegedly kissing a 14-year-old girl on the lips inside his car shortly after a New Year’s party on Saipan.

Angel Bacani Morales, a boat captain by profession, was arrested after police received information last July 17 that he is back from the Philippines.

Morales, however, told police that it was the girl who held his hand, hugged him, kissed his lips, and greeted him “Merry Christmas and Happy New Year.”

Morales was taken before Superior Court Associate Judge Joseph N. Camacho last Thursday for a bail hearing on charges of child abuse and disturbing the peace.

Camacho allowed him to be released to a third party custodian after posting a $2,500 cash bail and $22,500 in unsecured bond, plus other some conditions.

Preliminary hearing will today, Tuesday, at 9am.

Police said that Morales brought the girl to her house after a New Year’s party in the evening of Jan. 1, 2017. When the girl was about to get out of the car, Morales allegedly grabbed her upper body and hugged her. She then pushed him. As she tried to get out of the car, he allegedly held her hand and tried to kiss her, but she squirmed to get away from him.

When she again tried to get out, Morales allegedly pulled her into the car and kissed her on the lips. She then yanked her arm away and got out of the vehicle.

The mother told police that when she came home from a party, she found her daughter crying in the living room. When her daughter told her what Morales did to her, she called the police. The Division of Youth Services went to the Department of Public Safety last June 20 to follow up the case and learned that Morales had gone to the Philippines and would return the following month.

Police received a call last July 17 that Morales is back. He was then arrested.
