Man allegedly found with baggie of ‘ice’

A man driving a car without headlights at night along Beach Road, Garapan, was allegedly caught in possession of a baggie containing 1 gross gram of methamphetamine or “ice.”
Jameson Palacios Hemley, 40, was arrested for illegal possession of a controlled substance. His bail was set at $25,000 cash.

Drug Enforcement Task Force detective Jeffrey I. Norita stated in his report that Tactical Response Enforcement Team members Maynard Duenas and Rudolfo Hermosilla were conducting routine patrol along Beach Road on April 17, 2014, at 9:22pm when they saw a car enter the main highway from the McDonald’s Saipan intersection without the headlights turned on.

The vehicle, a Toyota Corolla with license plate ADW 182, turned left and entered the Dama de Noche Street and headed toward Martha’s Store.

The two officers activated their emergency signal devices and siren to pull over the vehicle. The car finally turned on the headlights and pulled over in front of Martha’s Store.

Hermosilla approached the passenger side of the vehicle while Duenas checked the driver’s side.

The officers saw that Hemley was on the driver side, while a woman was on the front passenger side and a man was in the rear passenger seat.

Hemley told the officers that he forgot to bring his driver’s license.

Hermosilla noticed that Hemley was trying to hide something in his right hand. As the officer was guiding Hemley out of the vehicle to secure him, the defendant threw the item he was holding toward the center console of the car.

After placing Hemley in handcuffs, the officer checked the car and allegedly found a small ziplock baggie containing a crystalline substance that tested presumptive positive for “ice.”

The female passenger told the officers that she does not know who owns the drug.
