Man, 59, allegedly gropes minor

A 59-year-old man was arrested over the weekend on Tinian for allegedly inappropriately touching the privates of a 14-year-old girl who has disability.

Emilio Navalta Racraquin was taken before Superior Court Associate Judge Kenneth L. Govendo on charges of sexual assault of a minor in the second degree and child abuse.

A $10,000 cash bail was imposed on Racraquin. Preliminary hearing will be on June 5 at 1:30pm.

Police responded to a home on Turney Housing on Tinian last Saturday, where they met a woman who complained that Racraquin groped her daughter.

A witness told police in an interview that he saw Racraquin touching the child’s privates last Friday night. The witness said that when Racraquin saw him, he moved his hands from the girl’s privates and began massaging the child’s shoulder.

The witness then went outside the house and saw the suspect through the window groping the child again.

Another witness came and when he saw the suspect’s sexual advances, he yelled at him.

During police interview, Racraquin admitted touching the girl’s private, saying she asked him to massage and kiss her.
