Man, 31, allegedly sexually abused a minor

Police arrested on Thursday a 31-year-old man who allegedly sexually abused a 17-year-old girl on Saipan.

Joseph Laniyo Lisua was taken to the Superior Court yesterday for a bail hearing on charges of sexual abuse of a minor in the first degree and disturbing the peace.

A $15,000 cash bail was imposed on Lisua; preliminary hearing will be on Sept. 20 at 9am.

Assistant public defender Jamal Saleh was appointed as counsel for Lisua. Assistant attorney general Teri Tenorio is prosecuting the case.

A police officer responded to a report of sexual abuse of a minor on Thursday at 4:19pm. The officer met with the woman who called the police. The officer then arrested Lisua.

In a police interview with the witness, she stated that she saw Lisua sexually abusing the teenager.

A Division of Youth Services social worker interviewed the girl, who alleged that Lisua asked her to have sex with him but she refused.
