Man, 23, allegedly beat up Mafnas’ daughter

A 23-year-old man allegedly beat up the daughter of Department of Corrections Commissioner Ramon Mafnas at the latter’s residence in San Roque last Tuesday.

James Anthony P. Webb surrendered to police later that same day and was brought to DOC.

Webb was arrested for assault and battery, criminal mischief, and disturbing the peace. At a hearing on Thursday, Superior Court Associate Judge Kenneth L. Govendo increased Webb’s bail from $2,000 to $5,000 cash.

Responding police officers saw that Mafnas’ daughter, a minor, had bruises on her left shoulder, left arm, under the neck, and scratch marks on her arms. She also complained of pain in the head. Medics came and treated her.

Police detective Patrick P. Sablan stated in his report that two police officers were dispatched to Mafnas’ residence due to a disturbance.

Sablan said the girl stated that Webb became upset during their conversation and that he started calling her bad names. He then allegedly kicked her on the abdomen and punched her back and head. He also allegedly choked her.

The girl managed to escape and ran inside a room adjacent to the kitchen where she locked herself inside.

The report did not mention Webb’s relationship with the girl.
