Licensing of social workers in CNMI

Effective March 10, 2014, no individual shall hold himself or herself out to practice as a baccalaureate (LBSW), master’s (LMSW) or clinical (LCSW) social worker unless the individual is licensed to practice as an LBSW, LMSW, or LCSW in the CNMI by the Health Care Professions Licensing Board.
The Health Care Professions Licensing Board has statutory power to promulgate and put into effect regulations for all health care professions pursuant to Public Law 15-105, Section 3, Section 2212 (d), including social workers, as amended.

The Health Care Professions Licensing Board adopted as permanent regulations the regulations for Licensed Baccalaureate Social Worker, Licensed Master’s Social Worker and the Licensed Clinical Social Worker, which were published in the Commonwealth Register at pages 34371-34387 in Volume 35, No. 10 on Oct. 28, 2013, pursuant to the procedures of the Administrative Procedure Act, 1 CMC Section 9104(a) and the notice of adoption of these regulations was published in the Commonwealth Register on Feb. 28, 2014. Pursuant to the APA, 1 CMC Section 9105(b), these adopted amendments are effective 10 days (March 10, 2014) after compliance with the APA, 1 CMC SectionSection 9102 and 9104(a), which in this instance is 10 days after the publication in the Commonwealth Register.
