Charles P. Reyes is alleging that two dogs attacked him while he was walking his brother’s dog near his property in Gualo Rai in 2015. Now, he is suing two companies that allegedly owned the dogs.

The two dogs, Reyes said in the lawsuit, were a pitbull and a doberman pinscher.

As a result of the attack, Reyes said he had severe lacerations on the right calf and had to be brought to the Commonwealth Health Center in an ambulance.

Reyes is suing Hing Yip Enterprises Inc. and T. K. Enterprises (Saipan) Corp. for negligence and strict liability.

Reyes, who is representing himself in the case, asked the Superior Court to hold the two companies liable to pay him $300,000 in damages for physical and emotional pain and suffering, physical impairment, mental anguish, inconvenience, permanent scarring, and disfigurement. He demanded a jury trial.

According to Reyes, he was walking his brother’s dog when a woman who lives near him, believed to be Chen Jie Mei or a member of the Chen family, called him toward the property boundary line.

Reyes said that, as he approached the wall separating the two lots, a brown pitbull and a doberman pinscher leapt over the wall and began attacking his family’s dog. During the melee, Reyes said, the pitbull bit his right calf, causing lacerations and bleeding. The lawyer said the bite later required several stitches, resulting in permanent scarring and disfigurement.

He said he also suffered wounds to the right hand and left forearm.

Reyes said he had with him a pocketknife that he used to defend himself from the attack. He said he fell back and was disarmed of his pocketknife following the leg bite as the dogs crashed on top of him.

While the doberman pinscher eventually fled the scene, Reyes said the pitbull only stopped attacking him after the dog eventually died as a result of wounds from his knife.

As a result of the incident, Reyes said, he was not able to walk properly for several months and suffered persistent aches and pain, discomfort, and nerve damage that persists up to the present.

Reyes said that prior to the attack, he already repeatedly warned the residents of the leased lot to secure their dogs.

The lawyer cited that on March 12, 2015, he noticed a black doberman pinscher on his property and immediately notified both Chen Dingfa and Chen Jie Mei, who were on site, of the need to secure the dogs.

Dingfa is said to be president and treasurer of Ying Hip Enterprises. Mei is vice president and secretary of Ying Hip Enterprises and secretary of T. K. Enterprises.

Reyes said that on March 31, 2015, he noticed a brown pitbull loose on his property and again asked Mei to secure her dog.

Reyes said on several other occasions he repeatedly asked the residents of the leased lot to secure their dogs on the property, especially the pitbulls.

Last month, Reyes filed a lawsuit against a tour agent for allegedly repeatedly entering his property in Gualo Rai without his consent to gain access to an adjacent land and unload a large shipping container of goods in 2015.

Reyes sued Crystal Star Corp. for trespass to land and conversion.

Crystal Star is operating as a “tour agent” engaged in the “jungle tour and restaurant” line of businesses.

Chen Li is listed as president, treasurer, director, and shareholder of Crystal Star Corp. Chen Dingfa is listed as the director and secretary.

Reyes asked the Superior Court to hold Crystal Star Corp. liable to pay him damages in unspecified amount. He also asked the court to issue a permanent injunction preventing the corporation from trespassing on his property.
