Judge rejects 90-day sentence for notorious ex-convict

Superior Court associate judge David A. Wiseman has rejected a plea agreement that proposes a 90-day prison term for Ramon Cabrera Blas, a notorious ex-convict accused of robbery at the Kingfisher Golf Course in Talofofo in October.
In an order issued yesterday, Wiseman said he does not feel the 90-day sentence is just in view of the seriousness of Blas’ crime.
Wiseman noted that the 52-year-old Blas has had a multitude of charges filed against him over a 30-year period, resulting in no less than 13 criminal convictions.
The judge ordered Blas to appear in court for a trial setting conference on Feb. 15, 2012 at 9am.
Blas appeared with counsel, assistant public defender Douglas Hartig, Wednesday afternoon for a change of plea hearing. Assistant attorney general Russell Lorfing represented the government.
Wiseman had initially accepted Blas’ guilty plea for a count of theft but, after reviewing the plea agreement, found it unacceptable and told Blas that it was not being accepted and that he had the right to withdraw his plea.
After consulting with his lawyer, Blas withdrew his guilty plea.
In his written order, Wiseman said that Blas’ many convictions resulted in sentences that totaled 44 years and nine months. Most of the sentences were suspended, though, with Blas serving only about 11 years of that and the rest on probation. Also, Blas has in many instance failed to comply with the terms and conditions his probation, Wiseman said.
“His release from jail only results in him committing more crimes and continuously placing members of our society in danger,” the judge said.
Police arrested Blas last Oct. 27 shortly after he jumped into a golf cart at Kingfisher Golf Resort and sped off, taking two bags from two women that contained $349 and other items.
The victims were playing golf at the time with some friends and had left their bags on the cart.
Blas fled on foot toward the cliffline and walked toward Jeffrey’s Beach where responding police officers arrested him. The officers reportedly recovered the victims’ money.
