Superior Court Associate Judge Joseph N. Camacho has ordered the release to the U.S. Department of Homeland Security, Immigration and Customs Enforcement, the passport of a man who was slapped with a two-year imprisonment for illegal possession of methamphetamine or “ice.”

Camacho ordered the release of Rui Wei Huang’s passport to ICE officials following the request of the Office of the Attorney General.

Assistant attorney general Chester Hinds, counsel for the government, said Huang pleaded guilty to illegal possession of controlled substance on Sept. 29, 2016.

Huang, 42, also known as JCC Brother and No-No, was given credit of 441 days of time served.

In his sentencing order, Camacho instructed the Clerk of Court to provide ICE a copy of the order.

Huang is a citizen of China.

Huang was arrested on June 15, 2016 and charged with two counts of trafficking controlled substance and three counts of possession of controlled substance.

OAG then amended the information charging Huang with only one count of possession of controlled substance.

A CNMI Drug Enforcement Task Force officer said their “cooperating source” managed to buy $340 and $120 worth of “ice” from Huang during separate operations in Garapan.
