Inos approves $75K salary for deputy AG

Gov. Eloy S. Inos has certified and approved the over-the-cap salary of deputy attorney general Gilbert J. Birnbrich, who is receiving $75,000 a year.

The Compensation Adjustment Act sets the salary ceiling for government employees at $50,000. However, the law gives the governor the authority to waive the ceiling and submit a certification to the Legislature.

“By copy of this letter, I am also advising the chairman of the Civil Service Commission of this certification,” Inos said in his Jan. 23 letter to Senate President Ralph Torres (R-Saipan) and House Speaker Joseph Deleon Guerrero (Ind-Saipan). The letter, however, was received at the Legislature only on Feb. 7.

This has been the first over-the-cap salary certification that the governor has sent to the Legislature in months.
