Inmate says he raised voice out of frustration, pain
Inmate Ryan Cavalear was allegedly raising his voice because his pain medication was lost that prompted two Department of Corrections to beat him up inside his cell at the Department of Corrections last April 1.
Police Detective Catherine B. Pangelinan stated in her report that according to the 33-year-old Cavalear, he raised his voice not to show disrespect to the Corrections officers, but out of frustration and pain.
Corrections Officers Ray Anthony Maratita Camacho, 36, and Admisen Dasio Haddy, 48, were arrested on Friday on charges of assault and battery, and disturbing the peace over the alleged beating. Camacho is now out on bail after posting $600 cash.
Pangelinan said in her interview, Cavalear stated that last April 1 at 8pm, he was requesting for his pain medication for surgery because he had oral surgery last March 31.
Cavalear claimed that his wisdom tooth was removed and that during the surgery there was a problem when his heart rate dropped and his blood pressure went down.
Cavalear said an ambulance was called and transported him to the Commonwealth Health Center.
Cavalear stated that on that evening of March 31, he requested from a DOC nurse for his pain medication, but he was told to wait until 8am the next day.
Cavalear said that at 8am of April 1, he requested from the nurse for his pain medication and was told to wait at 1:30pm. At 1:30pm, the nurse was not there and returned at 4:30pm, when the time he was given medication.
The inmate said the medicine would not help so he requested for additional medication. He requested if he would see his bottle because his mouth was bleeding.
Cavalear said Haddy told him that they lost his medication so he raised his voice in asking how did they lose his medication.
He said Haddy and Camacho and two other Corrections officers entered his cell and Camacho grabbed him by his arm and confronted him what’s his problem.
Cavalear said he replied that his [expletive] problem is that they were not giving him his medication.
He said Camacho then grabbed the front neck of his neck while he was sitting on the bed and pulled him up off the bed.
The inmate said Camacho head-locked him with his left arm and threw him on the ground with his weight down to the floor. He said Camacho’s left knee landed on his back.
He said Camacho then strangled his neck and Haddy’s left knee landed on his right shoulder. He said two other officers held his feet.
Cavalear said Camacho then slammed his face on the floor twice, causing his lips to bleed. He kept saying, “stop please” because he’s not resisting and his back hurts.
Camacho and Haddy later allegedly slammed Cavalear’s head to the steel door. Haddy stepped on his left foot and Camacho punched his face.
Detective Pangelinan said she reviewed the footage and observed Cavalear being handcuffed from the back and was not resisting.
