House backs PSS $3-million USDA loan
House of Representatives passed yesterday a bill approving a $3-million Public School System loan to construct about 10 new classrooms in the Commonwealth, among others.
House Bill 19-59, HD1 authorizes PSS to enter into an agreement with he U.S. Department of Agriculture for a sum not to exceed $3,000,000 to build early head start centers and to pave roads and parking lots on Rota and Titian.
PSS has identified the use of project funds for two classrooms each at Garapan Elementary School, San Vicente Elementary School, Oleai Elementary School, Dandan Middle School, and Koblerville Elementary School. Koblerville will also have its parking lot paved.
Some 62 parking slots will be paved at Tinian Elementary School, according to PSS federal programs officer Tim Thornburg during a public comment during the House session yesterday. Another 60 slots will be paved at Sinapalo Elementary School, and 26 parking lots will be paved at JMR Head Start Center.
Project money will also go to pad a mounted transformer at Kagman Elementary School.
The House passed the bill with amendments to provide that the Commonwealth Development Authority board also approves the loan. PSS says the guarantee for the loan is its 25 percent of the general appropriations.
