Habitual offender arrested again, this time for ‘ice’

A habitual offender was arrested for alleged possession of methamphetamine or “ice” when he and a woman were found sleeping inside a car parked on the roadway in Chinatown on Monday midnight.

George Taitano Manglona, 34, was arrested for illegal possession of controlled substance.

At a bail hearing yesterday, Superior Court Associate Judge Teresa Kim-Tenorio noted that Manglona has several prior criminal convictions, including involuntary manslaughter, and traffic cases.

Kim-Tenorio increased the bail to $20,000 cash from the original bail of $5,000 cash.

Preliminary hearing will be on April 4 at 9am.

Chief public defender Douglas Hartig was appointed as counsel for Manglona. Acting chief prosecutor Barbara Cepeda appeared for the government.

Drug Enforcement Task Force officer Nicholas A. Rabauliman stated in his report that a police officer was dispatched on Monday at 12:11am to Chinatown about a car that was parked on the roadway with its headlights still on for about 30 minutes.

At 12:45am, the responding officer spotted a silver sedan parked in the west-bound lane near a sharp curve area. The officer noticed that the car’s engine was still running.

The officer flashed his light inside the car and saw Manglona sleeping on the driver’s seat and a woman on the right side passenger seat.

The officer walked over to the left side driver’s door to open it and felt hot air coming from inside the car’s vents. The officer turned off the car’s engine, woke up Manglona and asked why he was sleeping on the road.

When the officer asked for his driver’s license and vehicle registration, Manglona presented the registration and woke up the woman.

Manglona asked the woman for his bag. The woman answered that the bag was in the back seat.

Manglona took a wallet from a backpack and when he unzipped it, the officer noticed a Ziploc bag containing a crystal like substance.

The bag was seized and another police officer later tested the substance presumptive positive with methamphetamine.

Manglona was then arrested. Saipan Tribune opted to withhold the name of the woman as it was not clear whether she was arrested.
