GUAM—The acting Attorney for the Districts of Guam and the Northern Mariana Islands Shawn N. Anderson announced that defendant Guo Hua Lu was sentenced last April 20 in the U.S. District Court by Chief Judge Ramona V. Manglona, to six months incarceration, a $5,500 fine, $750 restitution, one year of supervised release after incarceration, and a $100 special assessment fee, for false statement to a federal officer.

Lu was a document preparer who obtained a fraudulent notarial certificate on behalf of a Chinese national seeking a passport for her U.S. citizen infant. When interviewed by an agent from the U.S. Department of State’s Diplomatic Security Service, Lu denied his involvement in obtaining the fraudulent document. On Oct. 28, 2016, Lu was indicted by a federal grand jury for one count of false statement to a federal officer. Lu pled guilty on Dec. 22, 2016.

This investigation was conducted by the Department of State’s Diplomatic Security Service and the case was prosecuted by Assistant U.S. Attorney James J. Benedetto. (PR)
