Guerreros appointed officially

Gov. Ralph DLG Torres has formally appointed James Deleon Guerrero and Robert Guerrero to the positions of Special Assistant of Homeland Security and commissioner of the Department of Public Safety, respectively.

The two had been serving in acting capacities in the wake of the resignation of former Homeland Security special assistant Marvin Seman. Deleon Guerrero was previously the DPS commissioner, and Guerrero, the commissioner of the Department of Corrections.

The position for HSEM special assistant does not require Senate confirmation. The DPS commissioner will need confirmation.

“I am confident that you are qualified and will consistently devote your time and efforts to fulfill the vital responsibilities of this office and will be an asset to the Commonwealth,” said Torres in the appointment letters. “Your willingness to serve our people is most appreciated.”

Seman stepped down as HSEM chief last Dec. 7 for personal reasons after being instrumental in Typhoon Soudelor recovery efforts. He served as head of the agency ever since the merger of the Emergency Management Office and Department of Homeland Security.

Deleon Guerrero, meanwhile, succeeded former police chief Ramon Mafnas at DPS. Brothers Aniceto and Ambrose Ogumoro actually alternated as police chiefs in acting capacities before Deleon Guerrero’s appointment.

Deleon Guerrero is known for spearheading the campaign against illegal drugs, vowing to rid the islands of the menace of methamphetamine or “ice,” resulting in several high-profile arrests of suspected “drug lords.”

Guerrero, for his part, succeeded Mafnas, who for a time wore both commissioner hats of DOC and DPS. Guerrero is a former executive director of the election commission.
