Final phase of Route 31 project breaks ground

Government officials broke ground Wednesday on the final phase of the Route 31 project on Capital Hill.

This final phase, or “Phase 3,” according to Department of Public Works Secretary James Ada, is projected to be completed by May 1, 2017. Total length will be 7.1 miles, he said, and the total construction costs will amount to about $20.19 million, with construction management cost alone at $2.56 million.

In his remarks during the groundbreaking ceremony—the morning after Gov. Eloy S. Inos passed away—Ada thanked guest and his staff and acknowledged “the sad day…for a small but gigantic Commonwealth.”

At two miles long, the cost-estimate of the final phase is $6.78 million, according to Ada. “It is not an easy task for this project. There is a lot of research review and all the legal documents combined to make this a reality.”

“…DPW, we are on the road again,” he added.

“As you know, our governor left us yesterday,” Gov. Ralph DLG Torres said in his remarks. “I just wanted to acknowledge all his hard work and his vision to make sure our islands has improved and this route is” a part of that vision.

Phase 1 of the Route 31 was two miles long, Ada said. It started on Oct. 28, 2009, from Asin’s Mart to the “Super Blue Water Tank” and was completed on Jan. 19, 2011.

Phase “2a” was 1.5 miles and was started on Aug. 16, 2010, from the Super Blue Water Tank to the Kagman Mobil Station and was completed on Aug. 4, 2011.

Route 31, Phase 2b, is 1.6 miles and was started on Aug. 13, 2013, from the Kagman Mobil Station to Sarah Market and was completed on May 11, 2015, Ada said.
