Federal judge OKs 3 CUC projects worth $5M

The federal court approved yesterday three Commonwealth Utilities Corp. projects worth $5.05 million.

U.S. District Court for the NMI designated judge David O. Carter approved three task orders relating to CUC’s power plants 1 and 2 in Lower Base, Saipan, and the Rota Power Plant.

CUC and the CNMI government backed the U.S. government’s request to approve the projects, with work to be completed primarily by Gilbane Federal, CUC’s engineering and environmental management company.

Bradley R. O’Brien, senior attorney for the U.S. Department of Justice Environmental Enforcement Section, said the first task order relates to EEMC construction and management administration costs to perform projects to assist CUC and includes an increase to the funding ceiling.

O’Brien said the 2017 funding ceiling is increased by $258,000, with $204,000 expected to be borne by grant funding and $54,000 expected to be borne by the court registry.

Another task order relates to diesel tank repair and secondary containment repair at CUC’s power plants 1 and 2 in Lower Base.

The third task order relates to waste management at power plants 1 and 2 and CUC’s Rota Power Plant. O’Brien said the project includes evaluating waste management systems for the three power plants, creating waste management plans, and the engineering and installation of physical improvements to these waste management systems.
