Federal court notified about passing of wife of late Saipan mayor Flores

Attorney Juan T. Lizama yesterday notified the U.S. District Court for the NMI about the passing of the wife of the late former Saipan mayor Donald Glenn P. Flores.

With the passing of Cecilia U. Flores last Sept. 25, Lizama will be filing in Superior Court a notice and motion for substitution of administratrix in the probate of the estate of the late mayor.

Cecilia Flores was the appointed administratrix in the probate of Donald Flores’ estate.

Lizama is counsel for Cecilia Flores in her $40-million lawsuit against Union Bank of California and its former employees, Borja Concepcion and Ken Kato, over a bank manager’s alleged unauthorized release of Donald Flores’ money years prior to his death from his $200,000 time certificate of deposit to a person representing him.

In 2011, Donald Flores, through Lizama, filed a lawsuit in federal court against Union Bank of California and First Hawaiian Bank for allegedly refusing to return the principal and interest earned on the CD. Donald Flores passed away in June 2014.
