Ex-probation officer gets time served for ‘ice’ conspiracy

The federal court has sentenced former CNMI adult probation officer Robin Norita Sablan to time served for his involvement in a conspiracy to distribute methamphetamine or “ice.”
At a hearing on Friday, U.S. District Court for the NMI Chief Judge Ramona V. Manglona placed Sablan on supervised release for three years, to be served concurrently with a 27-month supervised release for a previous criminal conviction.

Sablan will be required to participate in a substance abuse treatment program, which may include up to eight drug tests a month for use of drugs or alcohol.

Sablan is prohibited from drinking alcoholic beverages and entering any poker arcades during his supervised release.

The judge dismissed the remaining count of distribution of methamphetamine over the alleged sale of less than a gram of “ice” on March 24, 2011.

Sablan has been detained at the Department of Corrections since federal agents arrested him on Aug. 22, 2012, on charges of conspiring with others to distribute “ice.”

In October 2012, Sablan and his court-appointed counsel, Steven Pixley, signed a plea deal with the U.S. government. Sablan pleaded guilty to conspiracy to distribute less than a gram of “ice” from June 2010 until Aug. 22, 2012.

Assistant U.S. attorney Ross Naughton recommended four months in prison, the low end of the sentencing guideline range.

Pixley recommended four months imprisonment and credit for time served in the revocation sentence.

In September 2008, the federal court slapped a 30-month prison term on Sablan who, while on duty as a CNMI probation officer, extorted money from several probationers.
