Ex-cop is sanctioned again for using ‘ice’ anew
One of the participants of the U.S. District Court’s Drug Offender Re-entry Program was sanctioned again with jail time for once again using methamphetamine or “ice” and failing to report for drug testing.
At a drug court session, U.S. District Court for the NMI Chief Judge Ramona V. Manglona ordered former police officer Florencio Quitugua Richards to serve 14 days in the custody of the U.S. Marshal Service.
Richards just completed a 14-day custody last Jan. 3. The judge placed him on location monitoring starting from his release from custody to Jan. 17, 2017, the schedule of his next court session.
U.S. probation officer Gregory Arriola reported to the drug court that Richards failed to report for drug testing on Nov. 26, Dec. 2, and Dec. 3, 2016.
On Dec. 19, 2016, Richards admitted to using “ice.”
Last March Manglona revoked Richards’ supervised release and sentenced him to a term of time served for using “ice” again.
Richards was placed on 24 months of supervised release.
In August 2011, the federal court sentenced him to 24 months in prison for distributing “ice” while still an active officer.
On Jan. 30, 2014, Manglona revoked the supervised release of Richards and sent him to three months in prison with credit for time served for using “ice” again.
The judge ordered that after serving the three months in prison, the defendant would be placed on 33 months of supervised release.
In December 2014, the court revoked Richards’ supervised release and slapped him with a nine-month prison term for violating his probation by repeatedly using “ice.” He was then placed on 24 months of supervised release.
