Ex-convict gets 5 years in prison for beating girlfriend, abusing child

Superior Court Associate Judge Kenneth L. Govendo has slapped a five-year prison term against Bradley James DLR. Palacios, a 24-year-old ex-convict who allegedly beat up his girlfriend and physically abused a child.

Govendo sentenced Palacios to five years in prison for child abuse or neglect, and one year in prison, all suspended, for assault and battery.

Palacios was given credit for 233 days for time served.

After completing the prison term, the defendant will be placed on supervised release for two years.

Palacios was required to pay $3,421.22 in restitution before the expiration of his probationary period. He was ordered to pay court costs and fees of $100.

Palacios pleaded guilty to child abuse or neglect and assault and battery.

According to the factual basis of the plea agreement, on May 20, 2015 on Saipan, Palacios grabbed the minor child by the arm, causing her visible bruising.

On the same day, Palacios also punched his girlfriend in the head and told her to shut up.

Police said investigation showed that Palacios showered the girl and later that evening the mother noticed that her daughter had a bruise on the cheek that appeared to be a bite mark.

When the mother confronted him about the bruise, Palacios stated in Chamorro that the girl was “irresistibly cute and adorable.”

On the bruises to the girl’s arm, Palacios explained that the girl almost slipped so he grabbed her arm while giving the child a bath.

That night, the girl kept crying and could not sleep so the mother decided to take her to the hospital the following day.

Palacios was arrested in the hospital after the girl was examined at the emergency room.

The girlfriend said she has been dating Palacios since December 2014, and after a few months, he started hitting her.

She wanted to end their relationship, but Palacios grabbed her by the neck and choked her and threatened that if he she leaves him, he would harm her family.

In December 2013, Govendo sentenced Palacios to 14 months imprisonment for hitting his then-pregnant girlfriend in June 2013 and for punching a man who refused to shake hands with him in December 2011.
