Election body has no quorum

The Commonwealth Election Commission board has no quorum as the terms of two commissioners expire today, Tuesday, leaving the panel with only three commissioners.

CEC executive director Julita A. Villagomez disclosed yesterday that the term of commissioners Joseph E. Santos of Tinian and Aguiguan and Lelanie M. Manglona of Rota will expire today. This means the board has no quorum as this leaves Tinian and Aguiguan with no commissioner, and Rota with only commissioner, Esther A. Yatar. Saipan and the Northern Islands currently have two commissioners—Jesus I. Sablan and Henry Emery Kaipat. Sablan is the current board chairman.

With the expiration of the terms of Santos and Manglona, there are now six vacant commissioner’s positions, Villagomez said.

To have a quorum, the commission need five commissioners in all, and at least one for each island.

All nine commissioners are appointed by the governor and are subject to the advice and consent of the Senate.

Villagomez also reminded the public yesterday that they are open on Fridays, except holidays, starting today, from 8am to 4pm. Villagomez said they are open even during lunch hour.

CEC has been accepting the filing of submission of petitions and candidacies since last July 6 for the upcoming Nov. 3 general election.

Aug. 5 is the deadline to submit nominating petition and candidacy. The election is on Nov. 3.
