EEMC recommends $10M CUC projects for FY2017, ‘18
Gilbane Federal, the court-appointed company that is overseeing several Commonwealth Utilities Corp. projects, recommends some future capital improvements projects for CUC worth over $10 million.
Daryl Greenway, project lead principal for Gilbane Federal/Engineering and Environmental Management Company, recommended to the U.S. District Court for the NMI that capital improvement projects for fiscal year 2017 include Tank 103 repairs and some secondary work; Power Plant 1 and 2 on Saipan, and Rota facility waste management improvements; and EEMC construction management.
In EEMC’s annual report for 2016, Greenway also disclosed that for fiscal year 2018, their recommendation is for Tanks 102 and 103 secondary containment repairs; Power Plants 1 and 2 on Saipan and Rota facility drainage improvements; Power Plants 1 and 2 on Saipan and Rota facility waste management improvements; smart pigging of CUC oil pipeline; and EEMC construction management.
Greenway said the total funding for the fiscal year 2017 projects is $5 million grants plus $54,000 court registry funds, while the total funding for 2018 projects is another $5 million grants plus $56,000 court registry funds.
In 2016, four projects were active—EEMC construction management and administration, CUC pipeline construction, Tank 103 clean and inspection, and Tank 103 long-lead repair items.
Greenway said the EEMC construction management and administration is an ongoing activity, while the pipeline construction was completed in 2016. He said Tank 103 cleanup and inspection were completed in 2016, but repairs have been deferred to 2017.
He said Tank 103 long-lead repair was initiated in December 2016.
Greenway said as of January 2017, total payments to EEMC for 2016 work is $6,337,649.
