Drainage systems at four CUC power plants to be reviewed

U.S. District Court for the NMI designated judge David O. Carter approved Friday an $80,000 task order for Gilbane Federal to assess the drainage systems at the Commonwealth Utilities Corp.’s power plants on Saipan and Rota.

Carter approved the stipulation and task order 4 that was jointly requested by the U.S. Environmental Protection Agency, the CNMI government, and CUC.

Gilbane Federal is the Engineering and Environmental Management Company that is assigned to expeditiously complete some stalled CUC projects.

According to Gilbane Federal’s task order summary sheet, the assessment, design, and engineering of the power plants’ drainage systems will start on March 5, 2015, with a target deadline of Aug. 30, 2015.

The $80,000 funding for task order 4 will come from CUC’s grant funds.

The project will bring the storm water, process water, and contact water systems at CUC’s power plants 1, 2, and 4 on Saipan and at CUC’s Rota power plant into compliance with regulations.

According to Gilbane Federal, once this preliminary assessment has been completed and comments from CUC and EPA have been incorporated into the report, additional phases of project implementation will be proposed.

Work in 2015 will involve initial facility assessments only, with further planning, design, and construction phases planned in future years.

First is to assess the condition and operation of all infrastructure at the facility, including oil water separator systems, drainage systems, secondary containments, and their discharges and any water discharges.

Second is to identify engineering, structural, or regulatory deficiencies, and improvement required in consultation with CUC plant operations and EPA.

Third is to develop work plans with cost estimates to bring all infrastructure into good working condition and regulatory compliance.

Gilbane Federal said that future engineering and design of the project will include engineering calculations, drawings, materials, and equipment specifications to implement the approved work plans.
