DPW staff accused of sexually abusing girl

The Office of the Attorney General has charged an employee of the Department of Public Works of sexually abusing a 15-year-old girl.

David Blanco Santos, 50, was charged with one count of sexual abuse of a minor in the second degree and one count of disturbing the peace.

Saipan Tribune learned that Santos was not arrested, but penal summons was issued on Dec. 28, 2016, ordering him to appear in the Superior Court yesterday at 9am for his arraignment.

Santos appeared yesterday with his counsel, assistant public defender Nancy Diminski. Assistant attorney general Chester Hinds appeared for the government. Santos pleaded not guilty.

Presiding Judge Robert C. Naraja set a status conference for tomorrow, Wednesday, at 9:30am.

According to the information, Santos sexually abused the girl on Aug. 2, 2016, on Saipan.

Assistant attorney general Jonathan Robert Glass Jr. filed the charges on Dec. 27, 2016.

Santos, a resident of Kagman III, is brother of former chief prosecutor and representative Rosemond Santos, Saipan Tribune learned.
