‘DOC addressed situation of detained former Beilida staff’

The Department of Corrections has already addressed the situation of a former staff of Beilida Nanjing Corp. who has reportedly been experiencing severe anxiety and depression in the wake of her arrest and detention, according to Steven P. Pixley.

Pixley also informed the U.S. District Court for the NMI that 46-year-old Xiufang Qi wishes to continue serving her time at DOC pending her sentencing.

The lawyer did not elaborate.

Pixley earlier disclosed that he met last week with Georgia Cabrera, the acting DOC commissioner, who he said expressed concerns about Qi after receiving her medical records.

Pixley asked the court to withdraw Qi’s motion for release from custody at DOC pending the sentencing hearing in her case.

U.S. District Court for the NMI Magistrate Judge Heather L. Kennedy has granted Qi’s request to withdraw.

Kennedy said the motion for release from custody is denied as moot.

Qi, a Chinese national, had already pleaded guilty to supervising illegal Chinese workers of a company engaged in the construction of Imperial Pacific International (CNMI) LLC’s casino and resort in Garapan.

In Qi’s motion for release filed last week, Pixley disclosed that Qi has been treated at the Commonwealth Health Center on multiple occasions since Oct. 16, 2017.

Pixley said that his client was again brought to CHC last week and referred for therapy because of her severe anxiety and depression.

Qi’s sentencing was continued from April 27 to June 1, 2018. Last Oct. 13, she entered a plea of guilty to an indictment charging her with harboring illegal aliens.

At the change of plea hearing, Qi asked the court to allow her to self-surrender so that she could obtain credit toward her sentencing. She began serving time at DOC last Oct. 16.

Prior to her arrest on April 5, 2017, Qi was employed by Beilida Nanjing Corp. which was engaged in construction activities at the Imperial Pacific Resort/Casino in Garapan.

According to the plea agreement, between Feb. 7, 2017 and March 22, 2017, Qi supervised a large number of aliens working at the Best Sunshine casino and resort/hotel construction site.
