CUC employee arrested for alleged domestic violence

An employee of the Commonwealth Utilities Corp. power division was arrested yesterday for allegedly beating up his girlfriend after her birthday party at their home in Dandan.

Jose Olopai Rabauliman, 41, was hauled to court for a bail hearing on charges of assault and battery and disturbing the peace.

Superior Court Associate Judge Joseph N. Camacho retained the original $10,000 cash bail that Associate Judge Wesley Bogdan had earlier imposed on Rabauliman.

Preliminary hearing will be on Jan. 29 at 1:30pm.

Police officer Jenny Rose A. Butalon stated in her report that she responded yesterday at 1:27am to a domestic violence call made by the victim, who was at the Dandan baseball field.

Butalon said the victim’s eyes were red and puffy and her face was swollen.

Butalon said that, according to the victim, Rabauliman punched her in the chest twice and her head several times.

The victim told police that she is scared for her safety and their children.

A police officer arrested Rabauliman at 2:16am.

In 2000, a jury convicted Rabauliman of kidnapping, rape, and assault and battery of two women on the morning of March 28, 1998. Three other co-defendants were also convicted. Rabauliman was sentenced in May 2000 to 30 years of imprisonment.

Rabauliman appealed, but the CNMI Supreme Court affirmed his conviction and subsequent sentencing. He was reportedly released on parole in 2008.
