CUC emergency declaration extended anew

Gov. Eloy S. Inos extended anew on Friday the emergency declaration for the Commonwealth Utilities Corp. still because of financial crisis that includes some $20 million in uncollected utility payments from government agencies and a continued lack of qualified U.S. technical workers.

In his Executive Order 2014-7, the governor said CUC is owed approximately $20 million by the Public School System and the Commonwealth Healthcare Corp. Residential users also owe the agency millions more.

“Although the commonwealth economy has recently improved, the improvement is only marginal and the economy and the government’s finances are still fragile. This government strains to meet its obligations,” he said in his four-page executive order.

The CUC emergency declaration, which is in effect for another 30 days, suspends procurement rules and other statutory and regulatory provisions, and allow for reprogramming of funds to respond to the emergency.

The Inos administration has revived the critical CUC board of directors, nine years since the last one was abolished. Previously, a lack of a functioning board was among the reasons for continued emergency declaration for CUC.
